China researcher Gordon Chang says Chinese proposals mandating AI reinforce socialist values and approach technology more dangerous to humanity.
China expert Gordon Chang told Fox News that the Chinese Communist Party’s socialist values reinforced through artificial intelligence are a threat to humanity, but the country’s restrictions on the technology could also hinder its development.
Chang said, “Artificial intelligence is a direct threat to humanity, but if China masters it before us, it will become an even greater threat to humanity.” “We see this, for example, in gene editing of humans.”

“China is moving forward on that while we restrict ourselves,” he continued.

The Cyberspace Administration of China (CAC) last week proposed measures to ensure that developers create AI that adheres to socialist values and does not disrupt the economic or social order. According to the CAC, providers who fail to comply will be fined, required to suspend services or even face criminal investigation.
“The problem with China, though, is that when you talk about artificial intelligence like ChatGPT, they’ve got a politically repressive system that relies on censorship,” Chang told Fox News. “Aye [is] Don’t necessarily react very well to that.”

“So they have to restrict their AI in ways that reduce its ability to be a leader,” he continued.
Some consumer artificial intelligence products, such as OpenAI’s ChatGPT, are banned in China.

As a result, Chinese tech firms such as Alibaba, Baidu and others have created bots to compete with ChatGPT.
Chang told Fox News that China also has some big advantages when it comes to AI.

“China has really great AI capabilities, but they’ve got an inherent advantage and that is that AI works better with more data,” he said.

The US, in comparison, “doesn’t allow everybody to frantically collect information,” Chang said.
“It’s just an arms race, and unfortunately, China is lowering standards all over the planet,” he continued.
